The City of Biel/Bienne wants to make its website freely accessible to as many visitors as possible. With its website redesign, it is keen to build a highly accessible portal achieving Level Double-A Conformance (based on the Web Content Accessibility Guidelines, WCAG 2.0). The website has been tested, but not certified, by the Swiss Access-for-all foundation, and its optimisation recommendations have been implemented. The extremely high number of requirements could not be met with the (largely PDF-format) documents.
